21st Century Summary Report

Introduction

Council Bluffs Community Schools received its first 21st CCLC grant in the 2014-2015 school year when Kirn and Wilson Middle Schools were awarded. Since then, the Iowa Department of Education has awarded CB Schools four more grants, serving a total of eleven (11) schools.*

This federal grant is part of the Every Student Succeeds Act (ESSA). Its funding is outlined in Title IV Part B. And, very much like Title 1 program funding seeks to assist schools serving at-risk students who participate in the federal school lunch program and those who are not proficient in the areas of math and/or reading. Unlike Title 1, these funds are to be used in out-of-school time such as before, after, and summer school programming.

The Wallace Foundation (www.wallacefoundation.org) has found that when a student attends academic-based, out-of-school programming for 30 days or more, students demonstrate better in school attendance, better grades and lower rates of discipline incidents. These students are known as "regular attendees." Additionally, nationwide statistics show in school districts with 21st CCLC programs, communities will see a 30% reduction in juvenile crime in the out of school hours of 2-5PM. 

Executive Summary

Each year, we are required to provide the Department of Education an external evaluation of our programs. This year our evaluator, Sherry Huffman, Ed.S., completed our external evaluation and we provide the local evaluation, along with a one-page summary noting the program highlights from the evaluations. All of these documents are accessible using the links listed at the bottom of this page.

Within the Council Bluffs CSD, there are over 9,000 students being served at eleven elementary schools, two middle schools, and two high schools. Of these fifteen schools, there were eleven 21st Century Community Learning Center (CCLC) sites in the 2018-19 school year. This includes seven elementary schools, along with both of the middle and high schools within the district. Programs funded by the 21st CCLC grants reached over 4,000 student participants throughout the summer and school year, with 1,336 of them attending 30 or more days to become a “Regular Attendee” participant. Overall, the 21st Century programs served over 53% of the entire district’s student population in 2018-19 service year. In regards to student participants eligible for free and/or reduced price lunch (FRPL), nearly half (47.9%) of program participants among all 21st CCLC cohorts were eligible for free and/or reduced price lunch, and of the regular attendees there was a similar FRPL percentage of 46.9%. Since one of the major priorities of the 21st CCLC funding is to reach students and families in need of support, this level of participation from students eligible for FRPL shows the programs are serving a population in need.

 
Most Important Points:

Overall, key items discovered within the data of the 2018-19 program year from our external evaluation (Appendix A) and internal examination of information was completed include:

  • 82% of regular attendees at the Elementary, Middle and High School levels improved in their MAP Mathematics RIT scores.

  • 72% of regular attendees demonstrating improvement in MAP Reading scores.

  • Across the 4 grant cohorts, the greatest improvement of expected-level achievement from fall to spring occurred at the middle and high school level.

  • Among all cohorts, more than 74% of regularly attending students who were not proficient, improved to proficient or above on Iowa Assessments.
