Community Use of School Buildings

District facilities maybe made available at a reasonable rental fee to all civic, religious, fraternal, patriotic and community welfare organizations or groups interested in promoting cultural, educational or recreational activities.  Community use of facilities is permissible when:

  1. The use in no way interferes with school activities.

  2. The activity is lawful and does not conflict with Board Policy or administrative procedures.

  3. Any person or group renting or using school facilities shall assume responsibility for maintaining order, protecting property and providing and assuring the safety of persons participating or attending, and otherwise following the general rules pertaining to the use of buildings and facilities.

School facilities, staff or students shall not be used in any manner for the promotion or sale of services or products solelyfor personal orprivate business gain, unless sponsored by an approved school organization and authorized by the administration.  School facilities shall not be used when the intended use is clearly inconsistent with the values of the District.

Administrative procedures, including fee schedules, shall be established by the Superintendent and approved by the Board.  The rental fee may be waived or modified by the Superintendent for certain community functions or non-profit groups whose activities directly support District students.  Labor costs (including wages and benefits) will be billed for extra custodial or other employee work including any overtime incurred for the function.

  1. All organizations using school property shall abide by the following:

    1. For any event which is open to the public proof of liability insurance must be furnished prior to approval of the rental application in the amount of  $1,000,000 combined single limit. 

    2. The use of alcohol and controlled substances is prohibited in and on school property.  Use of tobacco is prohibited except in designated areas.

    3. If a concession booth, kitchen or the use of school equipment is included in any rental agreement, the District may assign a District employee to be responsible.  The cost of this employee, including benefits, shall be added to the rental fee.

    4. All persons utilizing the facilities pursuant to these procedures are responsible for  damage to the facility

  2. Functions of School-Affiliated Organizations
    These may be held by direct arrangement with the building principal.  The building principal shall assume the responsibility for these functions and shall be present in person or represented by an employee.
           
  3. Functions of All Other Organizations

    1. Application for the rental of school property shall be made on forms secured from the Facilities Coordinator in the Community Services Office.  Forms must be returned to the Community Services Office two (2) weeks prior to the proposed date of the event.  The Community ServicesOffice Facilities Coordinator shall obtain approval for the event from the appropriate building administrator.
    2. Application for rental shall be signed and datedby the individual representing the renting organization who shall accept all responsibility for fees.

    3. The Superintendent is charged with the responsibility of obtaining compliance with Board policy.  To this end, the rental application shall state the nature and purpose of the activity for which application is made and a description of supervision to be provided.

    4. On the date of the rental event an employee of the School District shall be on duty about one hour before to prepare for the event, during the eventand about one hour after the event for clean-up and closing.  Physical adjustments may be made only by the school employee or under his/her direction.  The employee will be available at all times for this purpose but not necessarily in the immediate vicinity.  If the time of the rental event is such as to incur overtime, this cost, including benefits, shall be added to the rental fee.

    5. All appropriate rental fees and custodial overtime or extra custodial work incurred due to the eventwill be charged per the contract unlesscancellation of rental ismade to the Facilities Coordinator(328-6446) by noon of the day of a weekday rental or by noon on Friday for a weekend event.

      All spaces and areas not specifically designated shall be assigned fees consistent with above schedule as determined by the Superintendent.

    7. Request for the use of school facilities at a rate less than the established schedule of fees, per Policy 906, shall be reviewed by the Supervisor of Community Services.  The facility rental fee may be waived or modified for certain community functions or when the rental group consists of 60% or more District students.  Costs may be billed for custodial services that are required for the function.
